Sir,
I am commanded by the Army Council to ask if Lord Milner
will be good enough to convey to His Excellency the Governor of Hong Kong the satisfaction they feel in the fact that His
Excellency in Council has been able, as shown in Hong Kong
Ordinance No. 2 of 1921, to adopt the recommendations for the
amendment of Ordinance No. 2 of 1920 contained in the Army
Council's letter No. 083/4880 (M.0.3.) of April 17th and July
17th, 1920.
